A bank, an embassy, or a multinational headquarters cannot let a contractor start work on a handshake. Before a single brush is lifted, the client’s procurement, security, and compliance functions have requirements that must be satisfied: contractor vetting and references, insurance and statutory compliance, site access and security clearance for crews working in secure or diplomatic areas, agreed contract and payment terms, and a specification both sides have signed off. Skip any of these and the commission either stalls at the gate or, worse, proceeds into a secure environment without the controls a regulated or diplomatic client requires.

Before mobilisation, the project office works through the client’s requirements as a checklist: contractor vetting, insurance and compliance evidence, and references supplied to procurement; crew identities and clearances arranged with the security or facilities function for access to secure and diplomatic areas; contract and payment terms agreed; and the specification, colour references, and works plan signed off by the client and, where relevant, their architect.
The work only starts once that gate is clean — which means the commission begins with the client’s own controls satisfied rather than negotiated mid-project. For secure and diplomatic environments, crew access is arranged under the client’s escort and clearance regime with a documented record, so the most sensitive sites are entered on the client’s terms.
Documentation & Process Specification
Onboarding produces the compliance spine the rest of the commission hangs from: a vetting and compliance pack lodged with procurement; insurance and statutory evidence on file; a cleared-crew and access record agreed with security; signed contract and payment terms; and the approved specification, colour references, and works plan that the QC and handover records will be measured against. Surface-preparation and thickness standards — ISO 8501 and ISO 2808 — are fixed in the approved specification at this stage, so the quality bar is set before work begins rather than argued at handover. The client starts the commission audit-ready.
